Vanderslice - Pattern? Age? is it considered coin?

This Vanderslice demitase spoon is silver but doesn't say sterling or 925 so wondered if it was considered Coin Silver, and is there a name for this particular etched design on handle? Does it say CAL. at the end or is it CA then a symbol? Is the monogram a company or something someone recognizes or just a persons initials, because it has a presentation type monogram on the back "From CLB April 11th '81", maybe a long service item or something? Since 1881 monogram, how earlier than that in age.

PS: I thought this would be a Sterling Item catagory question but it does not read Sterling or 925 anywhere.

The mark is that of WK Vanderslice & Co., of San Francisco, California (hence the S.F. Cal. mark), which was founded in 1859 and operated until it was sold to Shreve & Co. in 1915. The piece is silver plate-Vanderslice was one of the first companies to manufacture silver plate west of the Rockies.

The mark on the front is most likely the original owner's monogram. The style of monogram and the piece's pattern are consistent with 1881 dating of the engraving on the back. It was most likely a gift, perhaps for a birthday or wedding.
