I suspect that it is Swiss. I am from Switzerland and I collect silver flatware. I run over that mark on some occasions already and I have proof of a similar type of fork with the same mark to be sold as a wedding present in the early 1930's.
My assumption that it is Swiss bases only on the fact that it is found here in second hand shops, that it was a wedding present in Switzerland in the 1930's and because our neighbouring countries have other marks.
I hope somebody can give us further help.
