Portvin wine label - origin/maker?

I have this wine label/bottle ticket but I can't identify its country of origin or the maker. I have been told that it might be Norwegian and to me it looks early 20th century. I'm hoping that someone on the forum can identify where it was made and by whom. Any help appreciated!

It could be Trygve Olsen, Sarpsborg, Norway in work 1925-1994
