This piece was made in 1912. They don't give the size in my book, but I'd say it's probably about six inches tall.
The cup on the back is attached.
What was this called?

Hello Trev and Miles.
Trev has it right. The central pole is a cigar cutter. Stick the cigar into the hole and push down on the top of pole.
The tray is an ashtray. The container holds matches.
It's called a smoker's companion.
