Possible Sugar Bowl?

Hi. I'm a newbie to the forum so please forgive me if my posting is out of line in any way. I'm trying it identify the object below. I'm very ignorant about vintage sterling. It looks to be a sugar or spice bowl of some sort. I'm also have trouble identifying the markings. There appears to be a picture of a wreath along with the text "STERLING 115". I apologize for not having good pictures of the markings but I can't seem to get my camera to focus properly when taking pictures. The markings are on the base of the item and they are very small. Any help would be much appreciated.

Hi,
Welcome to the forum.
Yes, it is a swing-handle and pedestal sugar basket with nice blue enamel cabochon at the top.
``Sterling`` and number 115 (inventory or serial number of the manufacturer) cannot help to identify the maker. The clue is pictorial mark on the left, but it`s too small. Hoping you can post better image of the mark.
