Odd sterling "wand"

Can anyone please tell me what this sterling silver "wand" like object is used for? It measures 9 1/2" long when extended. Both ends are removable as you can see from the photos.

It looks as though it's intended to slip something through the slit in the little rod, such as leather or fabric or the wick of a lamp or lantern, then screw it back into the bigger rod holding it fast. What does it say on the side of the little rod? It wouldn't be a roach clip, would it?

Just perusing and saw this sad, unanswered question so I figured.....why not?!? (The answer to the "why not" will no doubt be evident soon enough!)
Anyway, I was wondering how thin this "wand" was? The idea that it would be used to clean the inside of something keeps going round in my head because of the comment about being able to attach a bit of cloth or whatever to the end. Perhaps for some ornamental guns or maybe a musical instrument; like the way one cleans the inside of a flute or piccolo.
Obviously had too much time on my hands today! Or rather, used my time oddly today!

Hi,
It looks like Shabat candle lighter, or simply candle lighter. Replaceable beeswax cord was attached to the end.

I can positively identify your object.

It is a telescopic, central mount, opera glasses handle, similar to the one shown below.
