These items were made by Thomas William Dee & Sons, London, 1866.
They were a wedding present to the Earl of Sefton by Albert Edward, Prince of Wales (the future Edward VII).
What are they called?

I think this one's beaten me!, is it some kind of cigar lighter and accessories?
