R&W Birmingham England

I was recently given 2 napkin rings that were given to my nan as a wedding gift in the late 30's, i beleive they belonged to her mother before this who lived near Ballarat in Victoria, Australia. The rings are the same size but do not have identical engraving. The markings are the same, except for the year, 1 is marked a (1900) the other b (1901) the entire markings are as follows - R&W, Anchor (Birmingham), Lion (England) and the date stamp.
Does anyone know who R&W was/were?

There seems to be two possibilities: Rogers & Whitehouse and Reynolds & Westwood.

Alas, a Google search yields nothing for "Rogers & Whitehouse" and only only hit for "Reynolds & Westwood". Perhaps someone else has a reference book with more detailed information about these makers?
