Is this spoon French please ?

I have had this spoon for a number of years and have never been able to locate the marks, there is a small mark on the stem and then EV either side of a fleur de lys with three dots, I dont seem to be able to add photos !

The stork holding a black eel is in the coat of arms of The Hague, but I cannot recognize any Dutch silver marks.

Regarding the maker's mark I checked my Dutch and Belgian reference books, no match.
