I managed to decipher ``William j.`` and ``London``
I suppose ``London`` indicates British origin, but lacking British set of sterling marks it`s silver plated.
It`s easier for you to identify more words.

Actually, I think I can make out sterling silver just below London, but a clearer image is going to be necessary to get much more out of the inscription. Also, as has already been mentioned, if you could tell us what you see, it would help tremendously.
I read out "William j. -mith" (smith?)
Next line I think " Hoover New York" if that make sense?
Next line. "London"
Next line "Sterling Silver"
Next line "925 of 1000"
Maybe somebody else knows something about this, but I can't find a Hoover in New York. A clearer image is a must. There were several jewelers with the name William J Smith, so the location will be very helpful.
