Silver plate with unknown marks (please help)

I haven't been able to find anything resembling these marks and I'm a bit lost. The guy I bought it from said he thought it might be russian, but I couldn't make the connection. I'm pretty good with the precious metals, but when it comes to hallmarks and makers marks, I'm still learning so your comments and help would be appreciated.

Its Persian silver. I would expect it to be approximately mid 20th century
The figures relate to ancient Persia
They resemble the figures carved in relief which can be seen on ancient buildings at Persepolis.
