Well, I really don't know.
First of all: The first official hallmark system in Romania is from 1906. We don't know anything sure before that time, just only few suppositions.
So we think, that they used the lot system, and with another punch they used a symbol, what is assumed to their cities.

On the other hand, the 10 lot fineness is very rear. In Hungary I know only a few examples, mostly buttons and buckles
I've never seen it suspected romanian spoons, or items with 10 lot fineness, but it is possible.
And - of course - this could be german, where the lot system was general too.
But it's all some shots in the dark.
