The town mark is from Novocherkassk. Unfortunately the maker БА is unknown to me.
The maker БА in Wladikavkas was active 1899-1908. That means that the hallmark should be a left looking kokshnik. There is no kokshnik but a separate 84 mark indicating that the object is made before 1882.
you are right! The townmark of Novocherkassk was in use 1847-1880 (PL # 3127) so the timespan is given. I overlooked it several times while searching.
In the 2 books about silversmiths from that region I have, the name Agabadov Bagdasar (1851-1860) shows up. If it is him I do not know.
It is very widespread type of souvenirs for vacationers on Caucasus Mineralnye Vody region.
Often it had the inscription "Caucasus". (spoons, cups, cigarette cases, purses etc)
