can not find the maker in my files. Who is it?

Most likely Carl Hermann Jacobsohn from Mitau. Remind that assay offtce in Mitau was closed in 1871.

Jacobsohn, Cal Herman, 1863-1873 (!)
I have a little saltspoon from him - assayed 1874 (!). A. Leistikow used the mark and dates from Vilite. Seems that original marks from him are rare, dates unclear. His output must have been not very large - you see his silver very seldom.

If CHI is also Jacobsohn, C. H. - why should he change his mark?
I am confused!
