The "maker" (widow/daughter) ВБ, actually factory, is Varvara Alekseyevna Balabanova 1896-1908 and the assayer is Ivan Lebedkin 1898-1914 in Moscow.

Actually as I now take a closer look, the other alternatives appear to be mentioned some decades earlier. So these other candidates I mentioned, are to be withdrawn with apologies.

Are you sure about the family name Balabanova?
Because I found also Baladanova, Moscow, 1896-1908.
