A question for connoisseurs.
Seven identical teaspoons. On each - only two hallmarks. The double-headed eagle in the circle and the letter R in the circle.
Also on all seven spoons there is an engraving - 1824.
It seems to be Holland, Arnhem.
But should not there be more than two stigmas?
And what year is it? R is similar to the sign of 1851, but on engraving - 1824.
And Hallmarkwiki says that such a double-headed eagle in the circle is Arnhem, the 18th century.
In general, I'm confused.
I will be grateful for the hints.

It is Lübeck,we are not sure who is the maker.
The reference book of Lücbecker Silber , B.+M. Kommer, 1978, does not show
this makersmark.
There are 8 makers with Name R...
but only Franz Joachim Riesmann (MZ: (FI/R) , M: 1814-1826) was working in
the time about 1824.
