This small sterling case is about 3.5 inches long and 5/8 inches in diameter.
It is used to hold something that also is used to hold something after it is taken out of the case.
What is it called?

That's a good guess, but this item has nothing to do with sewing.
The small sewing set cases often contain a thread winder, thimble and needles.
Sewing sets are usually shorter and wider, about 1.75 inches long X 1 inch wide.
It's called a cigarette or cheroot holder case. The newer ones often had collapsable or telescoping holders.
