Small fork with "24" mark without "g"

I am well aware of 12+12 marks on a silverplate, and have seen such items. This little fork has "24" marked on it, and goes not have a "g". Could this be one of the Danish marks or is it still a silver plated item but without "g" on the mark?

I could not identify other two marks present on this fork.

Hi Alex,

Yes, it will be plated. It's Belgian, made by H.N. Mills sprl of Brussels.
