There are no comprehensive records of London sponsors' marks covering most of the 20th century. Your best chance of finding the maker is to contact the London Assay Office at Goldsmiths Hall directly.

The goldsmiths replied to my query...which was Uber fast.
They state the makers mark is
“F.A for Freda Aumonier who registered a mark in 1931”
Now time to research her...

Re: Unknown makers mark on arts and crafts ladle
From genealogical records it appears that she was Winifred Furness Maxfield, born 1902, married Eric S Aumonier in 1930. They had one child, Freda J Aumonier in 1933 (from which I deduce that she preferred "Freda" to "Winifred").

That would be the sculptor Eric Stacy Aumonier.
