Length is 10 cm

Believe it to be a silver sugar shovel (suikerschepje). Year letter B for 1836. The maker's mark could be GK under a chess pawn for: G. Koppelaars, registered in 's-Hertogenbosch 1814-1841. The Minderva head or assay office mark should have the regional assay office letter K in its helmet for 's-Hertogenbosch. Lion passant 2nd standard mark silver .833 fineness (1814-1953)

Yes, tea shovel no problem. Sugar and/or tea shovel the shape&size of the shovel could make the difference. I have send you a pm ( price mentioned) with some examples.

I opt for sugar shovel you contradict in writing it is a tea shovel. I show other examples in the same style of your sugar shovel including a pm because you can see the shovels but also the price, which is against forum rules. Your answer: you know the prices of various shovels including mustard spoons. In plain Dutch; ik weet waar Abraham de mosterd haalt. You are actually saying that you already know everything. I wish you could luck and advise you to buy the relevant reference books.
