Yes most likely Ivan Ivanov/Ivanoff. The hallmark dates it to 1899-1908 but the assayer??? With great imagination Ivan Lebedkin...maybe. Anyway, there are too many possible ИИs to pick from, so I believe that the maker remains undefined?
