Cannot identify the maker of this mark on a small fiddle pattern spoon, is reminiscent of some Colonial Indian marks with the anchors. Any ideas?

Scottish provincial. Has been attributed to J&G Heron, Paisley circa 1820. See incorporationofgoldsmiths website for further info and examples of marks.
