A friend of mine asked me who might be the master HP in St. Petersburg who made this salt cellar before 1826. It measures 8 cm in diam. and 2,5 cm in height, the weight is 87 gram.
The assayer АЯ is the very well known Aleksandr Ilych Yaschinkov/Yaschinov 1795-1826. But the maker HP or Cyrillic NR is unknown to me. Any help would be much appreciated.

Hmmmm, I must admit that I didn't pay so much attention to the town mark than to the maker's and assayer's mark. Your statement cannot be fully overseen because there seems to be two anchors with two "hooks" instead of an anchor and a grapnel. A grapnel has four hooks, an nanchor only two....maybe you are right...
