Please could you help to identify the maker "HE" and the timescale they worked on this Austrian (Vienna) Ladle: (Apologies for poor photos)

The maker could be Hersch Eisenberg, or Heinrich Engel. Both worked in Wien, and used similar marks.
Neuwirth: Wiener gold- und silberschmiede ind ihre punzen 1867-1922 L-Z I./ 162;164. page.
