Cannot identify this vase. I doubt if it is silver though marked 84.

it is authentic/typical Persian - 875/1000 silver - Persia used for a certain time the Russian silver content mark 84 zolotniki. Google is your friend!

Hello,
This does have low content silver. It looks more copper plated in silver. Iranian. I have a piece like this and was always doubtful it was silver. Like I said it has low content silver.

If low content silver,then obviously not correlated to old Russian 84 standard (.875) and not legislated.

I believe that's the mark of Bagher Parvaresh, a well known Isfahan master engraver. That certainly appears to be his work as well.
