I have recently acquired these pretty sugar tongs. I can see clearly the image of Victoria, but my searches in relation to the assay stamp of the horse with initials SC, has sadly been in vain. Please can anyone help identify.

The turreted woman's head is the (non-obligatory) mark of the third fineness of silver (800/1000) in use from 1870 to 1935 in the kingdom of Italy.
The other mark is that of Sebastiano Cozzetti from Varese
