ID this footed tray and its maker

Please help me ID this item. It's pierced silver plate. See the maker's mark and item picture attached. The footed tray is 10 inches in diameter and 1 5/8 inches high. An exhaustive search throughout the internet cannot identify the hallmark or the actual tray. Thanks.

Thanks to Phil for the maker--Wallingford Co. I must have had blinders on.

Has anyone seen the pattern and/or have a reference to it.
