I have not come across this mark before of William Zeigler. From the marks it would appear they date around 1797-1805.

The marks web site of the Incorporation of Goldsmiths of the City of Edinburgh shows this mark as that of William Zeigler I, alias William Douglas Zeigler, born 1769, died 2 May 1850. He is mentioned in the Incoproration's records from 1800 until 1850.
