English marks? Any help with this spoon?

English marks? Any help with this spoon?

Found a spoon today and it looks quite old. The marks look like English with the lion but the other mark looks like a Thistle? I thought the Thistle was Scottish? It doesn't make any since to me... and no date letter? What is going on here?

Many thanks, I appreciate the help! I would've never guessed Canadian. Any reason why he would use pseudo British marks along with a Scottish mark?

Such marks would likely be familiar to his ex-pat English and Scottish customers as marks indicating silver of certain quality. One can not over-estimate the use of signage at this period of time with illiteracy effecting a high percentage of the population.
