In the 18th to Early 20th century, the silversmiths working in the geographic regions of northern Persia were strongly influenced by the neighboring Imperial Russian Empire. At the time Russia used the Zolotnik system in which 90 Zolotnik equated to a fineness of 937/000. However of a later date, I believe it to stand for 90 or 900/000 silver fineness.
