Sheffield Rd 898207 forks and spoons EPA1 (orI)

I have a quantity of forks and spoons EPA1(orI) with Sheffield England Rd 898207 with markings of what look like an old script C followed by ss and then the same again then followed by what looks like a star then an old script like S and finally EPA1.Can anyone help to identify the manufacturer and date.Thanks
