The Cartier mark would be L.C. for Louis Cartier, so your maker isn’t Cartier.
From the style of this attractive piece, I’d say it dates after 1878. Therefore you might check the French Ministry of Culture website for Paris makers registered after 1878.
Let us know if one of the O.C. makers listed there is the one.
