I inherited this marrow spoon from my parents. I haven't been able to find the maker or establish the date. Also, I am wondering about the Order of the Garter motto on the reverse and the number "83" within it? Any help would be SO appreciated! I've been able to research other pieces, but this one has me stymied.

The Garter emblem has a royal crown on top but I don't know if this could mean that the item comes from a royal service of if it's just commemerating something. And I can't figure out any meaning for 83.

Officer Cutlery / Regimental Silver
It is regimental badge.There were several 83 regiments in British army including Canadian and Dublin 83 regiment.
Being made in 1900 it has Queen's crown of Queen Victoria. Regimental badges change the crown and after 1901 they had King`s crown of Edward VII, then George V and VI, then again Queen's crown in 1952.
