London 1935 unclear mark

Hi, can anyone identify / guess at this slightly rubbed makers mark. It is on a very unusual 1935 London silver and enamel bowl.

It really is unusual; is it possible that Josiah Williams & Co was in actuality the "sponsor" and not the actual "maker" or the bowl?
