Trying to figure this out! Gilt Silver or just Metal?

A have a set of plates that are gilt metal.
They are hallmarked with a winged bird (eagle?), three numbers ?00, and a small o over M.

I have searched to no avail to see if they are indeed some sort of gilt silver or just metal.
Any help and / or expertise is appreciated greatly!

Hi nikka0202, I think this is the city of Mexico from the early nineteenth century. The eagle would be the mark of the tax and the mark of 00 may be the metal law.
