Sugar Dish and Spoon, 95% Silver, French?

Sugar Dish and Spoon, 95% Silver, French?

I have owned this piece for several years and have not been able to find any info on the mark. It is stamped 95% on both the sugar dish and the spoon. There is another mark and it looks like script. The spoon appears to be hammered. The dish is glass and silver. Any insights as to who the maker is or where I can find more info. I believe it is French because of the 95%.

I believe it to be pewter 95% tin (Sn)

Hi,
Peter is right;pewter,no doubt.Besides,there is a contour of winged angel - very popular pewter mark.
