No, not a Marquess.
The crown shown is known as a 'Ducal coronet' (not to be confused with a Duke's coronet) or sometimes called a 'crest coronet'. It does not denote rank, but is just part of the design of the crest.
It looks to me like the crest is: "Out Of A Ducal Coronet An Eagle's Head Holding In The Beak A Cross". You could try looking this crest up in Fairbairn's book of crests of the families of Great Britain and Ireland to check families who used this crest.
