Unknown marks

Hi everyone. I have this lovely silver ring and would love to know where it is from. I've tried searching myself but I am stumped!

Modern Ukraine (trident) mark and code letter for Kiev. Maker`s mark not clear.

Mind my saying but the RAO is X and stands for Kharkiv, Its not K for Kyiv.

Anyway, a new sharp close-up of the mark to the left would show the manufacturing year and not only the maker. Unfortunately I have no register of makers in Ukraine, maybe AG2012 has?

The ring is made in 1990 i Kharkiv, and the maker is СЛ СП, but ???, sorry can't do any better.

Are there dots in front of 0 ?

If no dots, then it`s 2000. I think I saw lower dot in front of 0, therefore we assumed it was 1990.

The year marking is interesting here. By a coincident I read in another source that the year marks for 1990-1999 has a colon (:) but not a dot (.) in front of the first figure. This means that in this case 1990 should read :0XСЛ. Does it, the picture is not sharp enough.
