No, this is not a silver hallmark. It is an example of a "pseudo-mark" - one which looks like a real hallmark and used with that intention. We see examples of British-style pseudo-marks used on Chinese export ware and on early North American silver. It is very likely that the material is silver but there is no guarantee of the fineness. Maybe someone will recall having seen this mark before.
I've seen this kind of marks on a siver plate tray.
