Tough one. The shape of the cartouche is the key imho... The first two letters look to me like Ma or Mc or maybe Mo. Might it be continental?

As you say the shape of the cartouche is the key, so now I'm leaning heavily towards Masters as the makers name on this spoon. There is just the slightest indentation on the righthand side of the cross for the t and there is a light cross for the t.
