Your sugar sifting spoon has a silver handle, as indicated by the Minerva head silver standard mark, but the bowl of the spoon is silver plated indicated by the maker’s mark in a square reserve. If the bowl had been silver, the maker’s mark would have been in a lozenge-shaped reserve, and there would have been a Minerva head opposite the maker’s mark.
I don’t know who the maker is. The date is after 1838. Stylistically the spoon appears to be from the last quarter of the 19thC. To get more precision, you’d have to find the operating dates of the maker.

It is square reserve, not lozenge.
Letters AF are aligned with its sides, therefore it`s a square for silver plated products.
