As far as I can tell this spoon was made in The Hague c.1665 or 1666 but I don't know who the maker is. Any help would be appreciated

Yes The Hague, I agree with your date and based on the shape of the town mark and the province of Holland 1st standard mark, the lion rampant's crown. Indeed the missing year letter N, not shown in the relevant literature, for the year 1665-1666.
The maker's mark is puzzle, very distorted but presumably AW conjoined for: Aelbrecht van Wingaerden, registered in The Hague 1647-1698. See image of Merken van Haagsche goud en zilversmeden Elias Voet Jr. page 160 #30 and # 33
