Unknown Origin Maker Snuff Box

HI All.

This box marked with what appears to be CM on the lip, looks maybe Arabic or Russian, does anyone know origin and maker? Very light inscription on front hard to read as its rubbed but appears to be dated 1855.

Hi,
Not Russian (at least there are no Russian marks and they had well established and legislated hallmarking system) not Arabic either.
The engraved inscription can be the lead; what language ? If deciphered, the next step could be the identification of engraved port scene.
