Perhaps Finland and IHP for Johan Henrik Petrelius, active in Pori / Björneborg1825-1867?
His mark seen on a silver creamer IHP (without dots)

I don't see a bear in the hallmark but to be honest many examples of Pori town mark don't look like a bear either: https://www.leimat.fi/en/pori
I couldn't find any other items made by Petrelius except that creamer so I can't say if he used a mark with dots. Are there any signs of a crown mark anywhere? Usually if some hallmarks (most likely date or town) are omitted the crowm mark should still be there. Or are there any signs that the item has been altered at some point because I haven't seen any Finnish marrow scoops from early/mid 19th century.
Thank you Theoderich. Using my in the past printed version of your site Silberpunzen. I recognize Berlin town mark a standing bear and a letter next to the bear's back (additional assayer's mark) and indeed for 1810 period. Maker's mark I.H.P for; Johann Heinrich Partisch (Bartisch)II
