I need help with identifying Folding Fruit Knife with Hallmark Anchor

Hello All, I recently acquired this beautiful fruit knife with a seed pick(?).
Its made of Sterling silver and has 3 hallmarks on it, including an anchor. The first one i couldn't decipher, the 3rd hall mark looks to be that of a rulers head.
I would love to know if anyone can shed some light as to what period it was manufactured and the maker of this knife.
Another interesting point to note is that its spine has been beautifully engraved .

Probably coin silver, rather than sterling. The marks are pseudos and likely originate from the New York area.

Yes, the United States has and had no official hallmarking system, except for a short period at Baltimore, thus all American marks are maker's marks only and sometimes imitating the official marks of other countries. This was not done to deceive, and the marks were acceptable to the buying public.
