Most likely it is the city of Odessa. The mark of the master "Н.САНТ" N.Santamaria. The second part of the 1840s.

ВГ is the assayer's initials. He is Vladimir Galkin, he assayed in Odessa 1844-1848. However, Odessa's town mark was earlier a burning cross but later (1843-1848) an anchor headed with a double headed eagle. Yes, could be Odessa! The maker's mark could be an abbreviation of Николай сантамария (Nikolay Santamaria (P#3171)) known to have worked in Odessa 1848. It could be a a match...?

The cross and three crowns were the coat of arms of the Kherson province. It began to be used on silver in the late 1880s.
Santamaria worked with pleasure in the 1830s, and in the 1840s, and even a little in the 1850s.
