Good day all. I am hoping someone out there can help me with identifying the maker of this. To be honest, I'm not even sure it is from Birmingham, but all the other items, my inlaws had, are, so assume this is too. In photos are the hallmarks. I know EP means Electroplate and NS means Nickel Silver, but unsure what either the A or the star mean.

Flat ware serving utensil. EP for Electro Plated. NS for nickle silver. A non precious nickel alloy with a very thin layer( a skin ) of silver. A for first quality. Maker's mark or plater' s mark unknown to me.
