It is more or less typical German Art Nouveau (Jugendstil): female head with vertical lines and pellets combined with elements of previous styles: leaves, gadroons, wreaths etc.
Made around 1900 or a bit later.

Is there a glass insert? If not, the object is rather useless. To find a replacing insert is close to mission impossible!
