New try:
First of all NOT Russian but Soviet made. The difference/quality between Russian made and Soviet made is more than enormous. Anyway it is made in: Ювелирно Часовая Мастерская in Ташкент (Jewelry Watch Workshop in Tashkent (Capital in Uzbek Soviet Socialist Republic) 1958. It is a СТОПКА (Stopka is a small traditional Russian vodka cup).

Sorry, when things go wrong everything goes wrong. Made in 1955 in Tbilisi, capital of Georgia.

A small correction - 1965. The star was not used until 1958.

Mind my saying but there are two kinds of this star punch. The first one where the hammer and sickle are marked with contours only as from 14th July 1959 to 15th November 1965 and a second one as from 16th November 1965 to 1st October 1992, where the hammer and sickle in the star are massive. Unfortunately the picture doesn't show which one star it is. Could be 1965 ...but?
Another minor problem is that according to my source this maker's mark was used in a factory punching ТЮ5 in two different places i.e. in Тбилиси 1955 and also in 1965 but as well in Ташкент in 1965. The year 1955 is therefore out due to the above mentioned reason, the punch. But...which one place is correct?

Letter Г is clearly seen in the mark; it stands for Tbilisi assay office, right?
Tashkent assay office was assigned letter T.

The first type of star is in this topic. The question of the periods of application of stars in different factories is unfortunately not so simple).

Tashkent is 3000 km away.
Whatever was made in Ювелирная Фабрика г. Тбилиси was assayed in Tbilisi.
