Unmarked Toddy Ladle?

Unmarked Toddy Ladle?

This 7-1/4" piece is unmarked (silverplate, I believe). Could it be a toddy ladle? The design makes me think German or Scandinavian.
Anyone have any light to shed on it?

Possibly a candle snuffer. How much would that cup hold?

At first I thought maybe candle snuffer as well, but the handles are typically straight across on those -- no angle at the end. It does appear to be some type of ladle.

Hello, looks to me like a (German ? Dutch ?) tea caddy in the traditional "Frisia" pattern. Best wishes, Bahner

:::: The form is very similar to a "Devonshire Cream Ladle" but if this is a traditional long-handled tea caddy then that is something new to my eyes. :::
